redgkey, your post is misleading. the oz company you are referring to took the minister of mining and energy to court and won, so they got their EPL in the end.
in MLS' case, the minister of mining and energy would need to show cause and there is no reason why he can / would deny MLS. especially in light of the supreme court hearing. you are assuming that the minister is being belligerent, the more likely explanation for the delay is the noise vis a vis the notice of irregularity and the usual administrative red tape.
