Yes if you read the reports closely the wec directors seem to be indicating that there may be material risk and uncertainty about actually obtaining injunctive relief and financial compensation out of the defendants. If its a significant amount which market expects then bayan will obscufate and delay indefinitely. There may be no way to collect if bayan is protected by the indo government. Hope its not the case..
