We had our house painted recently by immigrants, none of whom were smoking English branded cigarettes, although they seemed to leave plenty of butts around (grrr...). I'd say there already is a thriving black market among some of these communities, so expect it won't take forever for the bikies or others to take up the mantle for the locally grown population.
The cost of cigarettes is a the prohibition you have when you don't have prohibition. Stupid government as this will end in fanning the flames of criminality. Suppose is all they can see is the 'divide and conquer' approach... Pure vilification of a large percentage of the population...20% still smoke.
