Surda operations-- closure???

HCL is posting EOI for Surda operations.
Apparently they are fed up with IRL. Local labor is paid directly by HCL , they can't afford new strike and riots.
What is more interesting , HCL refused to accept concentrate from Surda.
There is no dialogue between HCL and IRL,
IRL's management is not giving any information about the situation to the public. Why is that? What is going on?
