My opinion only.. I would interpret that the ipo is not popular as per comment by dimaz.
and transfer all my shares and cash to another brokerage immediately.
if the ipo does not get enough applicants/money, it will be pulled and you will get a refund..should be a clause it the prospectus about that.
Given the current market conditions, I would say the ipo will be pulled.
