Scale back will be huge.
Applicants will only get 10%, at best 20% of what they apply for.
Everyone chases a gift like this.
Grants will be in full for small applications - say 2,000 PPE or less.
So if you BPay lots of cash, you will get nearly all of it back.
Because of scale back, the $30,000 applicant ends up with little more PPE than the guy who only BPays $2,200.
