I was expecting the company to ask shareholders for more money...

I was expecting the company to ask shareholders for more money to top up its bank account so it could self fund the building of the Dargues mine infrastrcuture. However, they are now talking about a capital return ..... does this mean that the development of Dargues is somehow already funded?
