RIO is hardly in a position to send "home" it's entire Mozambique work force - most of the day to day workers live in MOZ, i.e. natives of MOZ - they are already "HOME".
RIO is only in a position to send "home" those RIO employees that are not "native" to MOZ, i.e. from Australia - they are usually people in management roles that the locals cannot fill.
