Petrobas not doing their announcements to the 19th.... sounds a bit convenient to me that this 'problem' delay coincides with the Petrobas announcement date.

Could it be that MEO called a halt too early, to suit Petrobas, and made up a story to stall for Petrobas. Easy enough to stall a signature from a friendly party.

Sheepdogs detective work may have caused the early halt and created unintended consequences.
