Surely at a time of such instability and uncertainty, it would be a brave financier who backs a major IIN spending spree - especially when a week later the fed gov might ream them in order to protect the TLS SP.

IIN are not exactly in a cashed up, high profit position.

Anyway, a week is a long time so hopefully something leaks soon. Must be a high risk of leaking for the suspension to be in place.
