I don't think it should be surprising at all. The ASX doesn't have the manpower or the resources to fact check every claim made on every announcement by the thousands of companies listed on the ASX. Nor is it preferable for investors to outsource due dilligence to the ASX. You'd pay through the nose through higher brokerage commissions, and delays on announcements. And then there's no guarantee the ASX will get its DD right 100% of the time.
IGE has almost certainly got scammed here, and that's no one's fault but the scammer and IGE for being careless. If you're an investor, sometimes the company you've invested in will stuff up and lose money - it's part of the game, and it's best to learn from it and move on rather than blame third parties for your losses.
