As I understand it one of Timeone's major investors pulled out prior to tranche 3 and 4 citing "general market conditions". It's possible their replacement are buying into Timeone and funding Cockatoo. If so this would suggest it's a possible end-user that's getting involved which could bode well with the vendor finance option for the larger irvine island project in the future.
