I think the main reason why they are bending over is to show respect to the Cameroon and Congo governments for issuing the permits.

It would be a bit rude for SDL to get rid of Hanlong, without another finance solution, considering SDL presented Hanlong as the funding solution to both governments in order to obtain the permits in the first place.

If they were to just get rid of Hanlong, without another solution, I feel that both Cameroon and Congo would feel betrayed.
