From what I've seen of Victoria's DCHO during Andrews' press conferences he seems to be such a nerdy-computer geek that I doubt he understands very much else at all. By appearing at Andrews' daily press conferences he's walking in front of buses all by himself!
That said, as of when was it decided that Australia was being governed by Morrison's unelected Australian Health Protection Principal Committee (AHPPC)? On what basis are they making decisions about matters such as a travel bubble with NZ without even talking to state premiers?
