@Anonandon; as a former public school principal who retired fifteen years ago I dealt with roughly 20,000 emails each year - some of those from the central bureaucracy included Operations Manuals and Policy Manuals running into many hundreds of pages. Principals were expected to know and to fully understand the detail - most of which was NOT supported by information sessions etc.
The explosion in such communications is itself a serious systemic issue done to enable the likes of Morrison to claim others have been informed so they can holiday in Hawaii, close Parliament yet again and blame them when things go wrong.
