Principals were expected to know and to fully understand the detail - most of which was NOT supported by information sessions etc.

The explosion in such communications is itself a serious systemic issue done to enable the likes of Morrison to claim others have been informed so they can holiday in Hawaii, close Parliament yet again and blame them when things go wrong.
