Firstly, I don't know but guess it means in the spirit, or essentially the same, much like the High court works.
Secondly, I too am a nervous nelly for exactly the same reason, hence the anxiety about the Response to Submissions.
I emailed them about it quite a while ago and got a non-sense answer which made me even more nervous, fearing an intractable submission.
In my book they have lied to the market; this is reprehensible behaviour and should be dealt with.
