Market conditions are not very good for SWF right now - but is cashflow positive.
Has enough to invest back into the business for organic growth - large advertising campaign over two years is roughly $5m can afford it - its just that market conditions are not good right now so it will be pointless.
Needs to stay cashflow positive and hit the advertising trail as hard as it can when market conditions improve.
Can't expect miracles from a $25m company
