Vaccines are injections that prevent the flu by conferring immunity to it. It takes months to develop a vaccine and a new vaccine has to be developed for every new strain of flu. Flu vaccines are generally said to be effective in about 70% of recipients in preventing infection.

Antivirals such as Relenza and Tamiflu are drugs that treat the flu, impairing the virus' ability to spread from cell to cell. They are completely different from vaccines in mechanism of action and in manufacture; the only thing they have in common is that they are used for the flu. Biota does not make vaccines, only antivirals.

The article you cited only talks about vaccines, but to be fair it could just as easily have mentioned antivirals. But it's quite silly to claim that the pandemic was a hoax because not as many people were killed as anticipated. It is true that the swine flu was not as deadly as initially feared, but it could have been. If swine flu were as deadly as bird flu, which kills about half the people it infects, there would have been hundreds of thousands dead in Australia alone.

The lesson from the swine flu pandemic is that attempts at prevention of spread by isolating infected individuals are completely useless. If another, more deadly strain of flu comes alone our only hope is to vaccinate everyone and treat those who still get sick with antivirals. Governments realise this so they will not stop the stockpiling of antivirals, at least not until complacency sets in after a few years with no new epidemics.
