Did they have to sell it to get them through the GFC and the aftermath??
What it means is the Swiss CB does not have those financial reserves anymore but only reserves in fiat currency whether foreign or domestic which may or may not become worthless very soon.
One imagines one would only sell their reserves or primary assets if there is absolutely no other way to raise enough money to keep the creditors from the door. They may get a lot of money but the money would be gone now and they are left with a much lower reserve.

exchanged into $US or €,
and earmarked as reserves!
