The Australian Communications and Media Authority commenced the auction for the 700 MHz residual lots (the unsold lots auction) on Tuesday 4 April 2017.
Spectrum to be offered:
There are two lots on offer for the residual 700 MHz band spectrum auction:
the 10 MHz lot, which represents the following frequency ranges:
738–748 MHz
793–803 MHz
the 5 MHz lot, which represents the following frequency ranges:
733 MHz–738 MHz
788 MHz–793 MHz.
Both lots are available on an Australia-wide basis.
How will the auction will be conducted?
The auction will be conducted in accordance with the procedures specified in the Allocation Determination. The auction will be conducted online using a simple clock auction (SCA) format.
An SCA is like an English open outcry auction (EOO), where all lots may be open for bidding in a simple on-line ascending-bid process at the same time, or they may be allocated sequentially. The SCA methodology combines the simplicity of the EOO auction format with additional functionality enabled by an electronic platform. An SCA format formalises the process by which prices increase and how much time bidders are given to place bids.
The auction will commence with rounds for bidding on the 10 MHz lot. Once a winning bidder has been identified for the 10 MHz lot (or there are no bids on the 10 MHz lot in the first round), the auction will move to bidding rounds on the 5 MHz lot. Once a winning bidder has been identified for the 5 MHz lot (or there are no bids on the 5 MHz lot in the first round for bidding on that lot), the auction will conclude.
When will the ACMA announce the winner of bidding on the 10 MHz lot?
The ACMA will make no announcements about winning bidders until the auction has concluded. That is, until the bidding on both lots has concluded.
