simply they have no money for it( not borrowing, they don't want increase net debt), this indicates they lack of confidence of future, if they really have confidence for swm future as they said , as transformations they did, as strategies they planed and implemented, as everything they said and do, is that a problem to increased net debts 30 millions temporarily to pay shareholders 2C a share to satisfy long-waiter shareholders? their actions show their confidence only in their mouth, they have absolutely no idea what revenue, net cash flow will be in next 12 months, in next 3 years and so on. it all depends on luck( micro economics).
