CEO - what's 'the ticker code week'? Not sure what you mean by that first sentence.
Re the timing - no. Charting only works on price and not time (well I was showed some timing calculations once but I don't think they are reliable). In the short term you can use past momentum of rising waves to get a rough idea when price might get to a certain point but it is still just a guess.
