I think the fact that the local council supports the project going forward without a BAPE is strong enough to convince the environment Minister to not use his discretion to force SYA to do a BAPE. The local council is satisfied that there would be no environmental harm. They are happy with the environmental work done by the hydrologist. This is the reason that the Minister needs to reject any request for a BAPE. Those who may be affected by the project are happy, why go contrary to their wishes?
