You are using generalisations.
Fact is, it has been in a strong downtrend which is still in play.
Support is clear on the chart.
The probabilities now are it will bounce from support and break the downward trend line (resistance)
This MAY offer a reversal play as the downtrend is broken and may push beyond your suggested 13.5 cent mark.
To be predicting it will then fall below 10 is just fluff and keyboard warrior speak.
Support is 11 , so good opportunity to make some good $$ from this level.
