There is certainly a lot of money being thrown around for the development of rare earth mines looking at Arafura. RDM won't need nowhere near what the the governments are throwing Arafura.
Unless the governments plays favourites, it will be interesting after RDNM finishes it's metallurgical studies and their reserve estimate how much they will give RDM.
