If its become that much money...why haven't the police and government been more proactive. They appear to have lost complete control now. The ever increasing shootings speaks volume.

I don't care for excuses.....these gangs have been around for decades now and the intent of these organisations are obvisouly transparent. Hence plenty of time to come up with a solution.
