In terms of your question, my understanding is that it is both, hence my hints about:
India, US, SA and Australia.
Another point for who who worry about the short term price movement, yes pip movement at these levels is significant, which is a curse when negative sentiment has a hold (as it does now), and a blessing when everyone is positive.
However, buying at these levels, or @ $0.003 or @ $0.009 is still going to return you many bags IF and whilst I'm very bullish it isnt' confirmed yet, but IF LWP can land even 1 deal.
The flip side of this is of course, if LWP can't land any deals and their battery tech flops, you lose the lot.
