If ASIC is unable or unwilling to prosecute these guys who have admitted to various breaches, along with the auditor qualifying their reports on grounds such as the failure to provide appropriate evidence to support transactions then they really aren't going to stop anyone.
In my experience, their main role seems to be just issuing fines for the late payment of annual company fees.
