lol while I am sure NSW contact tracing isn't perfect it is by far the best in the country and NSW has done the best to manage covid.
I would hardly say WA is a good example as you only have to fart there and they lockdown - that is not risk management thats risk avoidance and comes with lots of other costs. As for Vic well we all know that is a complete cluster f of management even though lefties will deny it.
