SYRAH was the first company loaned money under the USA Department of Energy loans scheme which may mean it would be unlikely that non USA ownership is an issue.
That being said - the USA has very deep pockets and tonnes of cash and I would happily entertain a suitably large takeover offer should they wish to own the largest and highest purity natural graphite deposit on the planet.
