Nope. The wireframes TON used average 9% or better. This was the first cut-off applied. Everything outside wasn't included in the resource, i.e. the bits between the wireframes. The wireframes are similar to the lodes (5% cut-off) in Figure 3 of their 7th July announcement. The second cut-off applied was at the block level (within the wireframes) counting only the blocks that meet a specific criteria, i.e 0%, 10%, etc.
In contrast the global resource for SYR uses data from all zones (I don't want to call them lodes because they are much wider). Everything not in a high grade zone got put into the "medium grade" zone. This is why the global average differs markedly from the high grade zones in SYR's case but not in TON's.
