    Good points @PatientMan...

I do hope that for the Planet's sake we see plenty of graphite coming out of Africa very soon. That is why I hope also that Mozambique continues to be pertinent in its priorities and policies.

With that said, let us not ilude ourselves that "Mozambique won't be doing anything to threaten foreign direct investment, they have a golden goose sitting in their seas and they want to encourage it to lay eggs not scare it off."

You surely have not really forgotten all about the Tuna Bonds to have such blind faith. Citing also the Financial Times, do check: https://www.ft.com/content/b669b81e-3f90-11e7-9d56-25f963e998b2?mhq5j=e1

    From which I quote:

"Most point to Mr Guebuza’s generation of ageing liberation fighters, and the generals who fought Renamo in the civil war which ended in 1992, as among those who set up the hidden-loan companies. But these same factions also backed Mr Nyusi — the first head of state not to to have fought in the liberation war — to be president so he will have to handle them delicately. “The politics of [the audit] will be compromise,” says Alex Vines, Africa director at Chatham House."
