Tesla and their partner Panasonic has one goal and one goal only"to purchase the highest quality graphite anode material at the lowest price". So yes if Syrah can meet this goal then once they build their Graphite anode factory that they keep talking about they could then become a approved supplier to Tesla.
As for graphite samples sent to customers this is part of the approval process. The next step after a sample is approved is to do larger volume trails. (Larger volume trails can be as little as few hundred kilos to as much as 20 tons.) Then the waiting game takes place as each potential customers need time to complete this stage of the trials. Once this stage is completed then customers must decided how much volume they want to purchase frmo Syrah vs. from existing suppliers in that I assume most big buyers will not buy 100% from only one supplier. (Common Sense).
