Under international law the use of chemical weapons is banned. Now if a mandate cannot be given by the security council because Russia and China have vested interests in maintaining then status quo what is the world to do.
Just as individuals have to made accountable for breaking the law governments also have to be made accountable.
If the governing body i.e. the security council is unable to appoint a policeman then what is the world to do?
The only thing necessary for the triumph of evil is for good men to do nothing.
