    Victoria is part of a federation.  I can't see why a similar level of decentralised governance would not work (albeit on a smaller area scale) in Syria.  Victoria maintains its own Parliament, Hospitals, Eduation System, Jails etc but does not have an army, does not control the national budget and does not manage foreign affairs.

    Most ethnicity maps of Syria look like this ..... and the motley nature of the map explains why heavily decentralised governance approaches are the only way forward.  This concept did NOT origniate with Oscalan althoug  he has hijacked the idea.
