Some Kurds are indeed selfish and greedy. So are some Eskimos.
If the worst they can do is send themselves bankrupt then leave them to it. Everyone learns financial management through the school of hard knocks (at least most of us do).
Within some form of federation hydrocarbon revenues would need to be collected and distributed at a national level but with some safe guards to ensure no repeat of the Iraqi experience. National defence would also need to be centralized and so Turkey would have no (justifiable) security concerns.
I'm not any guru on any of this but the discussion table is in any case the first step.
