That is unfortunately the problem with online trading platforms. When traders can't place online trades, the online brokers cannot manually service the demand as they are understaffed.
Cost me a packet during the tech meltdown six years ago.
Use a full service broker. The saying "you get what you pay for" applies here.
Note that I use a full service broker and e*trade.
