as i understand it- (and i could be mistaken)..

It can be either sponsored data where a person used downloaded app and doesnt pay whilst using said app for either a set amount of data or time period or combination of both data and time

It could be Data rewards where the person is rewarded with free data for taking an action like downloading an app and this data can be used on anything.. ( IMO this also gets around any net neutrality issues as data can be used on anything).

so just depends on sponsoring company/program and if they want to run with Sponsored data or Data rewards.

Great things coming and only a matter of time till market catches on.
