The arrangements at the time were that Blackrock would have ROFR on the second funding (the $80M for the other parts of the Lance project).
PALA hold a debt funding facility of up to $100M for PEN......all from memory right now, so I stand to be corrected.
In my view AREVA has the most to gain here strategically.......whether they have the appetite for putting 10's of millions in right now who could say.
Blackrock and PALA are of the same ilk, they just want to hang in long enough to flip it for a big payday. The best home for PEN would be AREVA long term.
