I don't think there is any blackout period for price sensitive news. The blackout period is only in reference to matters relating to the IPO I would have thought.
If they receive a DOD contract or any other material contract and most contracts will be material to current income then they would have to announce immediately as per ASX regulations.
You can't have a select few knowing and not the market.
