I could be wrong but $865 isn't much for a $70,000 order. Wouldn't have thought the seller would care that much about an extra 1% if they have enough capital to put 70k into a single small cap.
Anyway, I'm agnostic to all this talk about manipulation. I don't think it's unreasonable but I also don't think it can be proven so it shouldn't inform your investment decision.
