I think you need a bit more common sence(sic) and a dictionary when you post.
You talk about artisian(sic) water, it's artesian water.
Where did you get the billion of litres from? Did that figure just pop out of your head?
Unless you have some knowledge about water and this project keep your uninformed comments to yourself.
