I think his point is it is probably more accurate to say price is range bound with that as a key level that has been tested repeatedly. Double tops are often associated with market reversals which doesnt really reflect the price action, it is definitely consolidating in a range and will likely remain that way until drill (even then price may still be capped and accumulated and range bound price action may continje for a little while).
