Because this is a scientific and technological break through, there is every chance that those in the field have already written up their publications. Part of the IP process is ascertaining publication dates and who designed, or claimed what etc. I daresay Mo and team know who is doing what research in the field and would have very clear indications on any IP threats. That said IBM would surely offer some advisory role.

I don't think the IP delays are due to competition or rejection. More along the lines of clarifying the processes to make sure they can be legally applied.
