I did quiet a bit of research into the oil and gas industry a while back and im sure this directly relates to mining aswell.
"Regulatory Burden - The Australian Productivity Commission considered the regulatory burden of the offshore jurisdiction in 2009. It criticised the regulatory regime as “complex”. It identified that there were 22 petroleum and pipeline laws applied at both Commonwealth and state levels, more than 150 statutes governing upstream petroleum activities (in areas such as OHS, Native Title and Environmental protection). It also identified that there were over 50 Commonwealth, state and territory government agencies regulating upstream petroleum activities".
So yeah...its not exactly a walk in the park to conform and get things through quickly. Be patient and you will get your treat.
