Matt, From the photo gallery Siana 2013 on their website, It looks like a downstream construction and my previous comments were based on that style of construction. It could be a modified centerline as they don't have a lot of room at the toe of the present dam. I don't know.
There is definitely two dams. I beleive the failure is on the larger outer dam in the foreground of that photo. The smaller dam looks to be slightly higher and is full of water and discharging tails in water is not ideal and it also looks like that dam is process water so having fines in it might not be great either.
It really looks like they have to remedy the current problem before they can start the mill again to me.
