No. People keep making this mistake of comparing to an absolute number. We just need the vaccine to be better than the currently available treatments.
In this case, anti-virals taken by mouth to suppress viral replication. These are not very efficacious for many people, they don't teach the patients own immune system immunity to the virus and have to be taken for life.
The vaccine would, in theory, teach the patients immune system to fight the virus, reduce shedding to (hopefully) > 60% shedding and doesn't need to be taken for life.
You see the advantages from a health care perspective here? It just needs to satisfy these goals, and be as safe as the currently available pills and it will satisfy the requirements for approval.
