It's nothing more than a gift to Trump.
It will take years and $$$$ to turn it into a replacement AF1.
Guess who will do the work - Boeing.
The much delayed Boeing AF1 replacements are now due in 2027 so Boeing will be paid to make 2 new ones and retrofit the Qatar one at the same time.
The upgraded Qatar jet will be "owned" by the Trump Presidential library who will then probably "lease" it to Trump for say $1 / year.
