Yes it does and America has the right to impose tariff's if it feels trade is not fair.
There are choices.
Cafe's and resturants do not have similar standards at all. If the issue was health the standards would be much higher for cafe's and resturants because they are higher risk than butchers, people eat the stuff cafes and resturants dish up straight away, they don't have to cook it first, the cooking kills most bacteria.
